48 volt led acid charging issue

i want to ask a question as i am facing seriuos issue in batery charging, i have installed 6 kw solar system with 4 tall tubular bateries of 230 AH but the issue is of batery charging. i set up the bulk/max charing to 58.4 v, float charging 54 but the problem is that charging doesnt reach to 58.4 v and it alwasy float around 53 to 54 and when we stop the charging the voltage dropped to 48 very quickly. kindly guide me about the issue.

Are these 12v batteries in series or 48v batteries in parallel?

How old are the batteries?

they are series making 48 volt, bateries are new installed during this month
