Bottom Balance vs Active Balance with Lifepo4

I'm just curious as to why is a bottom balance is needed if an active balancer is installed from the beginning . Thanks

Some balancers will not work if the cells are not close in AH. If more amps are needed from one to another Cell it may burn the unit up. Clear as mud?
