I have a rich solar 12/24 volt charge controller. Could I plug into any 12 volt dc charging source to charge my lithium bank? I have a 12 volt lead acid dumb charger.

Probably not. You need to have enough volts over the nominal voltage for the charging to begin.

Usually you need about 5v over your charging voltage for the controllers to kick on. A LFP likes about 14v so if you can get a 20v supply to it then it should work, but less than that the controller is likely to sit there and keep waiting for that voltage threshold.
