Do i need to use a charge controller between battery and 12 volt cigarette plug to keep from blowing the fuse in my car?

At this point if you are going to cigarette output, you are limited to only around 10A it will take a long time to charge 125Ah pack, I would use DC-DC charger instead of trying to use PWM SCC as DC-DC charger for topping off.
 
10A is a lot to put through most cigarette sockets, particularly for any length of time. That battery you intend to build has a capacity of 1280w. That micky mouse charger can charge at 120w. You can work out how long it will take the engine to charge that battery if you discharge it deeply. Next I see nothing on that battery charger to limit the charging when the battery is near full.

Suggest you think about a better DC>DC battery charger to protect your investment in Lithium:
