Grid-tied Inverter suggestion - shed

I am looking for suggestions for a grid tied inverter:

Limit export to 1,500 watts.
Does not NEED a battery

120v preferred, but 240v OK.
1,500 watt is OK, but would like 3,000 watt that can limit to 1,500-1,800 watts.
48v capable.
300v min VOC preferred.

Situation:
Shed is fed by 15 amp 120v circuit.
Would like to feed back the line with solar panels on the shed.
No battery in the shed.

In an extended outtage, I would like to take the inverter inside to directly charge 48v house battery from 240v hybrid high voltage car battery.

Would like cheap for the shed inverter since it is not critical. If I can't do the second part for a reasonable cost (5k solark is too much), that is ok.
 
Haven't done it yet. Seems like the easiest method is to use used Enphase Micro Inverters with an Autotransformer.

There are a few 120v micros for sale, but the reliability is questionable.
