I can't see how this scam would work

The next communications from the seller will reveal how the scam works if it is a scam. I do not know how the UK post works but in the US you can mark it, "return to sender" and drop it off at the post office.

I have changed the title and question of this topic, as the mystery was solved.
A ebay seller that I had previously purchased something from has now also sent this in error (but I have not been charged for it)

Its no good to me, and I have emailed him,
Its only a £15 item, and he may just say keep it,

If he does say keep it, it will be free to a uk collector.
