Just an update. I changed both the DC—->DC charger and the MPPT solar charger controller to a 14.1 volt limit as suggested and both the batteries charge equally with the individual cells reporting the same voltage.
The voltages do drift around a little when charging but only by millivolts and they seem to take more of the available current to balance themselves out during the charging cycle. Very happy and thanks for all the suggestions
