Not getting voltage at pv terminals

I have a 400watt system--2 200watt panels.my batteries are not being charged. Volt meter reading at the pv terminals is 1. Reading at battery terminals is 13.56. Reading at battery is .97
I have a victron 100/30 smart charger. Sunny day.
I am new to solar...help.

Based on your images, your charge controller is in FLOAT mode which means the battery thinks it's charged based on your current settings in the victron 100/30.
 
The 1 reading on the pv terminals is most likely due to the meter being on the wrong range, and if you switch to the 200 volts dc range you should get a measurement close to what the charge controller is seeing.

Can the settings stop the charging process, if so what should they be. I have drgonfly lithium batteries.

I will get a Pic tomorrow and post it, but my batteries are dead and it only show 1 watt on the app
That is 1W charging.
Your battery is at 13.5V (99% full).

When you pump gas, the pump shuts off when the tank is full. Your SCC shuts off when your battery is full.
Sweeping up spilled electrons is VERY difficult.

Your latest pic shows your array is ready to deliver at 39.33V when something pulls power from them. Currently showing 0Amps being pulled.

I have a 2023 rv. The lights will not come on, the electric jack doesn't work, not even a fridge light. The batteries show 0.97 with a volt meter.
 
You may have a blown fuse or other wiring issue between the solar charge controller and the battery. What kind of batteries do you have?

Can you expand on the part in bold?
Based on the rest of your posts in the thread I'm going with a BMS issue. Do the dragonfly batteries offer BMS communication?
Do you have an inverter hooked up as well? Did you use a precharge resistor if yes?

I can't communicate with the batteries that I know of. I do have an inverter which is off. The 13.56 is a volt meter reading at the charge controller battery terminals and the .97 is the reading at the battery.

Is the inverter connected to the batteries?
Do you have a separate AC powered charger you could use to try charging the batteries? (this may also 'wake up' the BMS if my suspicion is correct).
We are all looking forward to photos, I'm sure the problem will be figured out much quicker.

BMS? I did read the batteries shut down with low voltage and a kicker is needed to wake them up (hooking up to the truck) I tried a trickle charger but no luck.

BMS = battery management system.
Some need a specific voltage to wake up.
