I have 6 100 watt panels attached in series and parallel. I tested with a multimeter today, directly to the cables, and saw 45 volts. Is that normal? It seems low. Picture of panel specs included here.

You said series and parallel connections. There's more than one way to interpret that. Show us how you have them wired up. Actual pictures plus a diagram is best
In series the voltage adds up, so you could have any up to 130 volts if you hooked them all up in series.

What's in a title?
String Voc = panel Voc x # of panels in string. ... We still don't know how you have them wired...

I have them in pairs with one negative connected to its mate’s positive, and then the remaining negatives connected and the remaining positives connected. The attempt is to replicate the set up on the attached sketch.
