Buying battery cells from china

Hello guys,
I seen a few people talk about purchasing cells via Alibaba. What is the procedure? I know check and make sure it's a good distributor. But once they hit the port of entry? And as far as port of entry can I use my state (az) or do I need to get them from most likely ca?
I saw some one post these
And could someone recommend a bms, I think I am going to do the 2p16s for a 48v bank.

I purchased 16 of the 280ah cells from Xuba and they arrived last month to my home in AZ. Took about 33 days total via sea shipping.

Steps to take.
1. Create an Alibaba account and go the Xuba web page.
2. Send Amy a message stating you would like a quote on X number of batteries with air and sea shipping prices to compare cost (tell her you are from this DIY Solar Forum).
3. Pay using one of the many payment methods including credit card and wired funds.
4. Wait for batteries to arrived directly at your house as they take care of everything shipping wise and mine arrived from FedEx. She will send you a video of your cells being tested and a tracking label for FedEx that will go live once the batteries clear customs.
5. Drive yourself crazy trying to decide what BMS to get while waiting for your batteries to arrive.

I got a Fedex tracking number from another vendor and have been waiting for it to change from pending. I think you answered my question. Apparenty that won't happen until they get off the boat and get through customs. Thanks.
NOTE: Coincidentally at the same time my vendor confirmed. I will wait for the ship to sail and arrive. In the meantime it is going to show pending until then.

Is it the same process for DHL? This package is going Express and says shipment information received in Singapore.
