Submitted a request to my electric company and was told I was exceeding the 120 rule. According to my records I am within the allowable limit. Electric company states that my microinverters has output 0.5 kW nor 0.3 kW.​

regarding 120% rule
Service panel rated 200A with breaker 200A so
200A panel*1.2-200A breaker =40A available for solar
solar max output 1.21A (per inverter) Qty of 21
1.21A*21=25.41A*1.25=31.76A

According to your math, I don't see a problem.
It doesn't look like you are exceeding the 120% , to me.
