Amps from solar panels typically goes down a wee bit with decrease in temperature so for most purposes you can ignore that particular specification. I have come across panels that showed an equally wee increase in current at low temperatures but not sure if that was true or just a typo in the specs, ie + instead of - but either way it's a very small change.

AFAIK EpEver doesn't make any reference to their SCCs regarding amp handling in very cold temperatures. I'd expect the exact opposite if any warning, ie, hot SCC lowers current handling ability, which is why they have a maximum operating temperature spec.

IMO the cold would be more concerning for the battery.
