If they are being sold because this system is not functioning well, there are some pretty obvious fixes: put ring connectors on balance leads, clean all cell terminals and replace all bus bars with proper sizes. Adding compression/constraint would be a plus too.

I would insist that all the cells be close to each other in voltage and more importantly they all maintain a voltage above 2.5V (and none sitting below 2.5V).

Are the cells bargain priced? Do ya feel lucky?
