Batteries not equal charge

I have 2 580AH Lithium bateries Packs with the same cells and same controlers. They are connected in parallel with equal length cables giving me 1140AH.
The problem is one pack goes down faster than the other. as of right noe one is at 28.5% the other one is at 73%. how do I rectify this?
All the cells in each pack are sitting at 3.3xx with total diffrance at .011 of a volt.

Are the main cables attached "Across" the bank - main (-) on one battery, main (+) on the other battery?

Are each and every single possible connection in the system confirmed to be properly torqued and of high quality?

Are the batteries regularly charged to 3.45V/cell or above?
