I have a relative in Glendale, CA, who asked me about solar. Best I can figure out is that Glendale has a municipal utility that is NOT subject to NEM 3.
What they have is an NEM rate. I am thinking of a Battery Only, or a Solar & Battery.

Following numbers are rounded, annualized (summer vs winter), ignore tiers (first 10 kwh, 2nd 10 kwh, etc), but close enough for rough numbers:

With No Solar (battery ok), they can get TOU rates:
Base is $0.16/kWh, and Peak is $0.50/kWh.

Solar or Normal:
$0.35/kwh

NEM buyback rate is $0.08/kWh. It was about $0.05/kWh in 2015-2020, and doubled in 2020-2021, and was $0.817 in 2023. Don't know what the 2024 rate is.

Assuming 30kWh/day, the savings from battery (charge during base) is $150/mo, or $1,800/yr. $0.35 /kWh vs $0.16/kWh.
I don't have prices yet, but I'm thinking Batteries could pay for itself in 10 years (or so).

By adding solar, they would be replacing the $0.16/kWh of a battery only option.
They would need to bank 4 kWh for each 1 kWh they use later (NEM rate is about 1/4 the cost of regular power). Note: the first 10kwh in a month is $0.25/kWh, so if they only draw 10kWh in a month, it would be closer to 3:1.

Assuming a 10kWh system is $30,000 ($3.00/kw?), that would be $21,000 net of Federal Rebate. at 30kWh/day, that is $1,752 per year @ $0.16/kWh. That implies a 12yr payback (a little longer assuming an interest rate).

Looks like a 10-15 year payback in Glendale, CA. Does that sound right?
