Calculating panel load for pwm controller

Sorry to throw in a further issue. It should not be a problem , it does not take much to get the panel volts to VOC.
At low panel volts the available current is so small that any extra power yield is insignificant.
There may be an advantage in having an east facing panel if its easy to implement.
