Convert 48v13ah 18650 cells to 12v

I have TWO dead 48v13ah eBike batteries. It occurred to me that I could take the cells and make a battery to run my 12v Diesel air heater. Is there a recommended BMS and perhaps a case for this?

If these are 3.7V chemistry, there's really no god 12V option.

3S gets you 10.5-12.6V operating range.
4S is worse at 14.0-16.8V operating range.

Of the two, 3S sucks less.
