It seems that most installer will want to install a complete power package. I have a fairly large backyard with a large area with minimal shading from trees and such. Can I just build a 10-12 panel structure 6-10 feet off the ground which also makes seasonal cleaning and repairs a lot easier. I'll have to run about 50ft of cables but I plan to put them inside PVC pipings all the way to the house.

PV projects not located on a rooftop require a Planning Permit. Call the Permit Center at 408-535-3555 and askto speak with a Planner during these Planning Phone Servce Hours for instructions on how to proceed.
