The growatt will charge from solar, even if turned off.
But, why are you turning it off?

because I have the same problem, error 19 and voltage 0.
probably the battery went dead to cut off low voltage. but I don't have Pv panels, i charge the battery only from utility grid

does the battery charge from AC source even if the inverter is turned off?

I don't think it does. I can't check at the moment.

Anyone know if you can reset a Growatt from your monitoring page?

I have the same issue getting error 19 battery has been in for a firmware upgrade and now i am sitting with this issue. Ive rebooted, everything accept for removing the power from the inverter. Ive checked the cables and voltage to the battery and from the battery. Please advise. Using growatt 5000es and cfe 48v 5.12kw battery. Current voltage on the battery is 53v.
