Is this a good and safe orientation? The cells are horizontally stacked on top of another.

It depends on the manufacturer and the construction method. Some work fine on the big flat side. Some work fine on the skinny side. Whichever one works, the other way is typically bad.

MANY of the Big Battery options have cells stacked on their sides.
 
One consideration going horizontal, is that *IF* there is an internal pouch rupture, and the pressure-caps are very low to the surface of the case, the leaked electrolyte may be sufficiently tall enough to block or impede the flow of the pressure caps.

So instead of blowing the caps, the cell casing itself ruptures in an overcharge event. Depends on the cell.
