IS INVERTER MAX AMPS based on the input or output?

Hi All. Getting the occasional over current trip from the TRACE SW 4024 inverter. Manual for it claims 33A normal with 78A peak (output) I do not think we get a draw of over 40 AMPS even with surges. Especiall with a newer low surge sump pump.
While I look for the culprit, WHICH is the 40 amperes? the 24VDC input at 40 or the output 120VAC at 40? How does that work out with ohms law? At a lower voltage (24) aren't the amps more? So if the output is say 40, is that like 90 amps DC on the input side or more like 15 ?
 
What is the power of your inverter? P=VI. So 40A at 120V is 4800W. 40A at 24V is just 960W.
