I agree with putting the panels in series and observing the charging behaviour
I used to have 3x36cell panels in series for 66voc connected to a 4210AN and it worked very well. In low light it would hold the pv voltage at 27v (charging 12v). At first light and on rainy days it would hold the pv at 14v.

Victron requires 5vNormally, SCCs require solar input 5V higher than battery voltage before they start charging.
