Hello, could someone please explain when to use the higher mounting holes and when to use the lower mounting holes shown in the figure below?

Use whatever holes work for your situation. I consider them to the recommended mounting locations. Only one set worked for me since I had to match my mounting brackets to the location of the trusses on my RV roof. I ended up drilling my own mounting holes. I used six Z brackets instead of the usual four since it's on an RV and I spend a lot of time driving through (windy) Wyoming.
