New 18650 batteries that were 2.45v... Does it mean they're bad?

I bought some new 18650 batteries (Epoch 25P) from 18650batterystore.com. A few of them were below 3v, but one was 2.45v.
When I first put it in my charger (MiBoxer C4) it showed 0% charge, but did eventually charge fully.

Is there anything I'd should be concerned about, or is this low state of charge normal for new batteries?

I've processed over 10,000 cells to date - 2.45v is perfectly OK / worth-it to put thru your test process. I would not expect anything negative from this.
