Any DVM that can measure Voc and Isc with the panel in full sun is going to give you a first approximation of functionality. An SCC or AIO will tell you how much power it's putting into your batteries or the grid. Not sure there are any other options that don't belong in a factory.

Indicating you were given a suitable discount for what are probably new cosmetic blems with full warranty.

You could just put them into use. If each string goes to separate MPPT, compare operating voltage and watts. If all strings same, no bad panels.
If 2 or more paralleled into one MPPT use a clamp DC ammeter to compare current.

If any strings are different, then you can consider a PV panel tester. Or an MPPT charge controller feeding a battery and load.

Is it silicone that was done in a messy manner? Clean off with razor blade.
