I'm using an older Renogy Voyager solar charge controller with a 12v lead/acid batter that runs a powered vent on a rooftop. I checked on it today and in full sun the battery is at 14.7 volts with the vent running. I have a 100 watt solar panel that gets very good sun exposure most of the day.
With the panel disconnected from the rest of the system, it will put out about 23-24 volts uncontrolled which seems right from what I read.
With the panel connected to the controller, but the leads disconnected from the battery (downstream from the controller), I don't see any voltage at the output leads.
Does the controller need to be connected to a battery for it to allow a voltage reading at its output?
The system is clearly working since the battery itself is over 13 volts, and reads 14.7 while connected to the contrioller.
