solar disconnect issues.

I have 2 EG4 6500w inverters running 120v to each leg of my breaker panel. inverters are set to 120phase and have them reading as 2p1 and 2p2 with battery as main power source. each line goes to a 60Amp double pole breaker. all wiring is to code. this system is powered by (5) 48v 100ah lifepo4 batteries. I've had no problems for a long time with this system. i just shut off the mains 200amp breaker and flip on my 60amp breaker when im on solar and battery. iam now branching this to a service disconnect so I can feed back into the grid and have the batteries as just a back up and get the electric company to swap out my meter head.I used a 60amp disconnect with 2 60amp fuses non limited. the problem is that when I shut off the main grid breaker and flip on my 60amp double pole breaker and then flip the service disconnect on. I'm not getting enough power to run anything anymore. it just kind of flickers the lights on. I'm not sure what is wrong. I have attached pics

eg4 6500ex can not backfeed to grid.
 
did I need to run neutral wire jumpers from the service disconnect busbar to the service pole busbar as well?
Using a multimeter...what is the voltage reading at the house panel. L1/N, L2/N and L1/L2
