You should send a thank you card to that guy's multimeter. It may be the reason you got those panels for the price you did.Only after that my wife reminded me that the reading I saw was on the multimeter of the guy who sold me those panels. Likely it had a low battery and/or I misread mV as V.
Somehow slipped my mind that that day I forgot my multimeter and asked the guy for his, which was the source of this confusion. Mine seems to be perfectly accurate though. Lesson learned though - didn't know multimeters can do that.
