Does Victron Orion need input power to operate

Hi, I just installed an Orion 12/12 30 as a charger and wired it to the house battery. I have not yet hooked up the line through the 7 pin to the TV battery and alternator. I measure 13v on the battery terminals. I don't get the Green On light (also not the Bluetooth light). My question is, will the unit come on only powered by the output? Or do I need to have power flowing into the input to get operational with Bluetooth. Which means when I disconnect the trailer connector, the unit shuts off.
 
In my experience, the Orion will turn on once it detects ~14V from the alternator (or other input source). Similarly, it will turn off when the voltage drops after ~30 seconds.

Probably only powered from input. Being powered on the output side is dicey. Especially since the Victron can turn off output.
