Can a B2B boost voltage?

Okay, I’m confused by something.
I see these B2B chargers that are supposed to charge the batteries to the correct profile and level. 14.4v for my 280Ah 12V battery for example.
How?
If my alternator doesn’t output 14.4v and my starter battery isn’t 14.4v then how can the B2B charge my house battery to 14.4v?

For the most cars, the regular voltage is considered to be from 13.8 up to 14.4V – regardless of the engine operation mode and the number of the consumers that are on.

I have a Redarc 50 amp dc/dc and it boosts the voltage above what the input is.

All battery to battery chargers are power converters. A vehicle alternator, including energy saving smart alternators, will output a voltage within the range 12.5 to 15.0 volts. The B2B takes in power and converts to a suitable charge voltage for the battery system.
Example, battery charging at 30 amps, voltage 14.4 volts, that's 432 watts. The charger needs to pull 432 watts plus say 5% for conversion losses , 454 watts. Assume that alternator/ battery voltage is 13.9 volts, input current into the B2B is thus 454/ 13.9 = 32.6 amps.
 
Okay… so based on those last two comments then I was correct, I can run the PSU through to B2B to charge the batteries.
Right?
