Is this normal?

I bought a 12volt load center / fuse block from Amazon. the voltage going into it from my 24>12volt converter is 12.3volts consistently. But When I put the multimeter on the connectors, I get about 10.8 volts. None of the wires are getting 12volts from the bus. Is this normal? My Iceco fridge keeps cutting out because of it. Here's the item I have: https://www.amazon.com/gp/product/B07HDYQMB5/ I have 7 of the circuits in use, for basic stuff like LED lights. Even with all loads off or disconnected, the volatge passing through the bus is 10.8. Where is the current going if not all to the "bus plane"?
 
Not normal. You have high resistance in there somewhere. Start from the converter and work your way out. Find where the resistance changes.
 
Update: looks like the input posts had loosened themselves due to road vibration. Tightened them and the voltage went back to normal.
