AC to DC, why are amps very low?

Why not?
Just saying don't without explaining why is not as helpful as explaining why.
Less chance your warning will be headed as well.
Computer issues prevented me from expanding on my comment.

The Drok unit is based on a range of power supply 'bricks,' common use in LED lighting. There is no current limit or constant current control, the current output is determined by the load. If the unit is overloaded it folds back, perhaps.
The resolution on the voltage display and the control potentiometer do not allow precise setting of voltage.
Would you recommend such a unit for a top balance application?

I bought it as a charger, not a top balancer. But I thought about using it as a top balancer at one point.
