What's next, is California going to ban lead acid starting batteries in cars?

California is a little bit stray for sure. Not related, however, California has a whole bureaucracy collecting taxes from the middle class. And, then they hire another company and create another bureaucracy to send them electronic cards to claim a tax refund. I suspect we dont belong to America but we belong to political parties. Sorry for this rant.

AFAIK most of the ESS rules in California come from International Residential Code, so that's several hops away from California rulemaking. I guess California and other states could have adopted amendments to relax the code

I pulled up 2021 IRC right now and I don't see obvious amendments. All of the new odd sections I noticed newly effective in 2023 are copied from there.
