Batteries arrived with low state of charge

I ordered 2 SOK 12 V 100 Ah heated from SOKs Canadian site. I noticed that neither one of the two BMSes showed up in their app, although they are supposed to have Bluetooth. I then measured the voltage, and in both cases it is at 10.9ish volts.
This means that the battery is below 10 % SOC, and I don't know for how long this has been the case. I am worried that the cells have taken damage, having been at very low SOC for possibly quite a while.
Is this an acceptable state for new batteries? Should I contact SOK?
 
I’m thinking that they are returns or the problem is bigger than just your order. Not normal for new batteries/cells to arrive that low. It’s not dangerously low but concerning. Yes, contact them!
 
Update: I contacted SOK, got an answer right away:
The batteries were in storage mode. Beginning to charge them wakes them up. (TIL)
Both batteries communicate now, the real SOC is above 40 %.
