Batteries not charging

Responding to Sam, Yesterday I disconnected the solar panels from PMW and checked batteries voltage with the voltmeter. Their voltage was 11.85; this morning was 11.79 volts but PMW shows batteries at 12 volts. At this time each solar panels are connected individually to a different PMW, and both PMW are connected to the same battery bank. PMW 1 shows batteries at 12 volts, PMW 2 (the blue one) at 12.6 volts and the voltimeter shows batteries at 11.76 volts each one. Tonight I will disconnect PMW to see if the problem comes from PMW or the batteries. Is the drop in voltage as I explained before, normal?
