Either they haven't connected it internally, or they are assuming the BMS is going to be connected to two 8-cell packs, and are trying to eliminate any bias caused by extra resistance between those two packs. I don't know if the BMS requires both pins to be connected, but if so, I don't think it matters where you connect them, as long as they are connected together somewhere.Yes that is my point there is no need for the 18th feed so why is the facility there on both but is only utilised on the JBD - it's the only cell on the PCB that is asked for a negative and positive feed ?
