A newbie question;

I will have Two arrays in parallel, both putting out 5 amp each.
Array 1 - 8x200W = 1600W @ 5A, VOC-360, VMP-296
Array 2 - 8x190W = 1520W @ 5A, VOC-360, VMP-296
Total = 3120W @10A

Does this mean my PIPMGX5048 will never be able to put more than 10A into my battery bank, or can it buck up the amperage to 20 or 30A?

No. Your unit has an 80A MPPT SCC. The 80A refers to charging current.

MPPT are smart step down DC-DC converters. They take high voltage/low current from the PV and step it down to battery voltage/high current.
