I read an article about a federal tax credit for people installing a large storage system for their homes, and it does not need to be part of a solar system. The idea is that people can charge it up at night or low demand times, and rely on it during high demand times. This might be a good thing, and it should give solar some better, more commercially available storage systems. Who knows what will be come of it.
 
I think you're meaning the Investment Tax Credit. I'm not finding many articles except politically-charged ones, and ones informing "you the reader" that "you can now afford" the author's products, thus no link.

It's been in effect, and I've taken advantage of it in recent years. It made my batteries more affordable.
