Growatt SPF 3000TL LVM not ever reaching float

Can you help me understand why my Growatt isn't ever taking my batteries to my set float value (28.8v)? I currently have a 1200w solar setup with a set of 24v LiFePO4 batteries in parallel (160ah total). For some reason, the Growatt isn't ever charging my batteries above 27v, even though it's set to charge at 29.2v and float at 28.8v. Here is my current Growatt configuration:

A couple things we need to know:
1. How are your panels wired?
2. How is your battery wired and what BMS are you using?
3. Are you running any loads while charging?
Some likely issues:
- not enough Solar power
- BMS or batteries faulty (but 8 think it's more the solar output is too low)

Thanks @Jamsolar876. Here's the additional info you need:

1. PV: 3 panels, 395w/10a/40.7v (under load), bifacial, wired in series.
2. 8 24v nominal batteries each constructed from 16 Headway 38120S 10ah cells + BMS (wired in 8s2p, 29.2v 20ah total for each). All 8 batteries are currently connected in parallel. No BMS outside the batteries, only inside each pack of 16 cells.
3. Yes, but typically only a few hundred watts load while pulling between 500-1.3kw from PV.

I can get the batteries to 29.2v on the bench charger, just not the GW.
