Max series fuse rating on panels??

What does this rating mean? I found some cheap used panels 230w 37.8v nominal voltage and 7.8amp, but the max fuse rating is 15. Does that mean I can only put 2 of these in series? I need minimum of 3 to hit my charger minimum voltage, 4 would be better.

What is your charger brand and model?
What is the minimum voltage? Max?
3 or 4 panels in series do not need a fuse.
2, 3 or 4 of those panels in series would be 7.8A
