If an AGM battery may only be discharged 50%, (50ah out of a 100ah battery), and a lithium battery 80%, (80ah out of a 100ah battery), then why not just rate them at the effective discharge level, rather than rating them at levels that would damage them?

How about because those amp-hours do exist, and performance at those levels can be documented?
The curves can give voltage vs. SoC, discharge rates, etc.

You might cycle an AGM battery 15% most nights, but you can make it 3 days without sunshine by draining 90%. That's OK to do on occasion. You might get 10 years usage.

My grid-backup system is set to discharge my AGM bank 70% before shedding the load presented by my house. Inverters continue to operate down to 80% for any critical loads, and the AC coupled PV inverters.
