Recommended steps to test lifepo4 cells for diy build?

I'm receiving my 4 cells next week from a recent group buy and am making sure I am ready for the next steps. Once they are received the first thing to do is to balance the batteries, then capacity test them, correct?

What items are needed for these activities?
For balancing, all that is needed is to connect in parallel, then use a "dumb" power supply until it's at 3.6v, correct? I am basing this off the top-balancing resource page + video

For capacity testing, I need to connect in series, then connect to the bms, then use something to drain + monitor the batteries, correct?

So all in all, I should have a power supply + bms + monitor all ready to go to ensure that none of the cells I received are bad?

From what I’ve read online it will burn out if ran at max capacity so most tend to stick around 15a draw for capacity testing. I only just ordered mine and still waiting on my cells so haven’t used it myself
