The monitor and the solar controller will be taking power, but less than your numbers. The specification for self consumption of the Renogy solar controller is 0.1 of an amp, about 1.2 watts. The monitor with back light on is a similar power, 1.2 watts
The Renogy monitor may have a significant error in measuring low value currents.
