Why used 18650 Lithium more expensive than Prismatic Lifepo4?

Why is used/recovered 18650 Lithium more expensive than New Prismatic Lifepo4?
This makes no sense... with 18650 you need a lot of work to build a powerwall while with Prismatic lifepo4 is basically plug and play.... Anyone know where to get good but cheaper than Prismatic cell 18650 battery cells?
