I have 3 12- volt 100-watt panels- I put 2 in series into parallel splitter at controller (which gives me approximately 30 volts). I plug in 3rd panel into parallel splitter at controller voltage drops down to approximately 22 volts. Shouldnt my voltage go up with 3rd panel ?

This sounds very wrong. What are you trying to do?

What is your panel Voc and what SCC do you have?

The problem comes in when the third panel is connected, it drops the main voltage to an average between the 18 ish and the 30ish you had.
I agree, forget the splitter, just put all here in series, or get a fourth panel for the oddball.
 
If the two in series are then paralleled with a single, the 22v is pretty much expected. It doesnt sound like the OP is connecting 2 in series, then adding another to the two in series. That controller will work well with 2S2P, so another panel would be good.
