The bus bars i have are rated 250 amps. I am running 2 x 6500EX and 6 eg4 batteries. Max charging amps are 120. With fluctuation, are my busbars too small?

No, you are most unlikely to hit the maximum charging and discharging current for more than a couple of seconds or so

I would use 300 amp minimum. I really don’t like pushing the limits on things like that. Honestly bus bars aren’t too pricey. Grab a 600 set from signature solar. Or a 300 amp set from current connected.
