Can you charge a new battery to full charge with a solar panel system

Its important to have a charge controller in-between the panels and the battery - e.g. Panels -> Charge Controller -> Battery. The charge controller will buffer the incoming PV power and apply CC/CV algorithms to properly charge the battery.

Ok cool. Then sure - just set the charge controller to the proper absorb/float values and you're good to go with a little sun and time

Yes you can, but how long it will take depends how much power of the battery, solar panel, charge controller.
