Daly Smart BMS 4s 100a Lifepo4 Balancing- How is it working ?

Hi, I set 13.8v to charge the batteries. I set the balancing start voltage to 3.3v. While charging, the bms balance feature worked actively. When the cells are 3.40, 3.40, 3.40, 3.45, the charging current is interrupted and the balance is stopped. No balancing feature worked to bring the cells to the same level. Is this normal? Only cut off the charge current when there is overvoltage? Just balancing while charging? Thanks
