After reading about some newer EV's and the Tesla power wall I am interested their smart features if I can DIY. Specifically batteries waiting for excess solar production to charge, then discharging only when solar production exceeds demand before pulling from grid. I am currently grid tied and I have 6000W to cover my lowest monthly needs. However I have grid/Oncor infrastructure charges for my excess production going back and forth.
 
Controlling the charger is the problem. Many are on/off, whereas you need the ability to set the charge rate to match the excess PV.

Easiest way is an All-in-one with CT's. You can set to zero export, with the excess going to batteries.
