On my 250watt poly panels from San Tan Solar, maximum system voltage is indicated as 600V (UL). Is this the maximum voltage permitted in a series of panels?

I would have four pairs of 30.3v panels or 60.6V per pair. This works with my Solar Charge controller (SCC) that accepts a voltage range from the panels. 60V falls in the lower end of that accepted range. Max watts for the SCC is 1700watts (24v system). What is nice is that the SCC also works with 36 and 48v systems (Aims 60amp SCC).
My question: is the max system voltage the maximum voltage that I may configure a serial string of panels? If so, that would appear that I am well within the limits as I would have 60.6V pairs (about 11% of the max voltage).
